Important updates for All VEHA Homeowners & Residents


Dear VEHA Homeowners,Thank you to all homeowners that have successfully completed being in the RED ZONE phase of VEHA’s extensive Infrastructure Project; we are in the first phase of lining all of the 6" sewer main.It is distressing to report that we are experiencing unacceptable non-compliance issues with the water-use restrictions in areas actively undergoing sewer main rehabilitation. These are violtrenchlesst have ruined two sections of lining and will now cost more funds to repair.  Your immediate attention and cooperation are essential to protect this $1.5 million infrastructure project and avoid significant additional costs and delays.  Therefore it is necessary to pause.  There is an Emergency Townhall Meeting this Friday, February 6 at 6:30 PM.  It is critical that all members attend this meeting in person or by Zoom.  A Zoom link will be sent before Friday's meeting.  Despite all the emails, texts, printed materials, personal conversations, signs and townhall meetings, there remain too many residents ignoring restrictions and causing damage to the sewer lining.  VEHA cannot move forward with this project until every person residing in VEHA, 265 persons, understand the importance of the project and their individual responsibilities.It cannot be overstated how important it is to have 100% compliance with restrictions at all times when your home is in the RED ZONE.  TLC Plumbing has been trying to keep the water on to the portion of the VEHA community that is not in the RED ZONE.  If the water needs to be turned off to the entire community to keep residents from ruining the project, then that is what will happen:  Monday thru Friday no water from 8am – 6pm for 90+ days.  That is not a scenario that any of us want to live with, but we cannot have the hard-earned money of homeowners disregarded by residents that do not care or have a personal investment in VEHA.  There are too many residents not taking this project seriously.  Even if your home is unoccupied, you are responsible for making sure you have no running water in your home.  A vacant home was found with a faulty toilet running continuously that ruined a section of the sewer line.  We are finding rental homes are being neglected by the homeowner - leaking toilets, shower heads, sinks.  These are water-wasting situations for VEHA that can be easily solved by the homeowner.  Project Overview What the Project InvolvesThe Association is rehabilitating aging 6-inch sewer mains using Cured-In-Place Pipe (CIPP) technology. This is a trenchless method where:

  • A flexible liner saturated with industrial epoxy resin is inserted into the existing pipe.
  • It's inflated to fit tightly against the old pipe walls.
  • The epoxy is then cured (hardened) — often with heat (hot water/steam), UV light, or similar — to form a strong, seamless new pipe inside the old one, comparable in strength to brand-new piping.

This avoids major digging, but the curing process is highly sensitive: any water, wastewater, or fluid entering the sewer line during the active "Red Zone" phase can dilute the resin, wash it away, prevent proper hardening, or cause uneven curing. That compromises the liner's integrity, voids warranties, and requires expensive excavation and replacement with traditional PVC pipe.It is NOT feasible for the water to be shut off for the entire VEHA community when only 8 or 10 homes are actually needing to be restricted.  Every time the VEHA water “main” is shut down, it causes immense strain on the entire water main system including valves and wastes more than 2,000 gallons of water because fire hydrants have to be opened to relieve pressure off the main.  Just the few short weeks into this project and we are already experiencing excessive use of the main valves to where they are no longer shutting off as needed.  This again will cost VEHA homeowners monies.Current Status & Issues TLC Plumbing has completed lining on the sewer main for only 36 homes, and two sections were ruined by water entering the line during curing.  We cannot continue with this level of damage being done.  When the epoxy liner is compromised with water or any fluid, it cannot be warrantied, and the affected section must be excavated and replaced with PVC—at substantial additional cost and delay to every homeowner in VEHA.  Once the CIPP is ruined, it cannot be relined.  Even more costly is that the sewer main contains asbestos, so now the remediation is more expensive and costly as asbestos is a health hazard.  The violations of restrictions over the last three weeks have already put this project weeks behind - this is unacceptable to everyone involved.  One of the driving factors to start this project in January is to avoid the prospect of water outages going into Summer.Key Reminders & Consequences

  • Restrictions are mandatory — not optional.
  • There is NO acceptable amount of water down your sewer lateral.  Not even a cup of water, the flushing of a toilet, or something poured down a drain.  NOTHING IS TO GO INTO YOUR SEWER MAIN when you are notified you are in the RED ZONE.
  • Every resident is required to follow all restrictions each and every day as instructed.
  • Every affected household receives advance notice via printed materials, email, and text when entering the BLUE ZONE.  This information prepares each home to be 100% compliant with the restrictions when they transition to a Red Zone.  There is no excuse for not knowing what the restrictions involve.
  • Homeowners are responsible for ensuring all occupants (renters, guests, visitors, etc.) comply fully with all and every VEHA rule, regulation, restriction.
  • TLC Plumbing camera-scopes the sewer main multiple times during the CIPP process, including the location of homeowners laterals, and they can locate violations back to the specific home.  This information is saved and is being provided to the VEHA attorney as necessary to recoup the cost of damages.
  • Homeowners renting their properties are to make sure their tenants are abiding by the restrictions.  More importantly, homeowners who are renting are legally obligated to maintain the rental property.  Too many are being left to rot with disrepair and other structural issues, including leaking plumbing, that violate Albuquerque Renter's Rights.  There was an unoccupied rental home that had a broken toilet that was running continuously.  It not only damaged the CIPP lining, but was wasting untold amounts of water 

Enforcement Moving Forward

  • All homeowners will be required to sign a form acknowledging the restrictions on their property, that they will comply with all requests, ensure that there is no water or water waste going down any drain or toilet, and that if they are renting their property, that they have informed their tenants to the mandated restrictions.  They will be responsible for all damages caused by their property regardless of occupants.
  • Any damage to the sewer main line caused by non-compliance will be assessed directly to the responsible homeowner. Two such cases have already been documented and have been referred to VEHA’s attorney for legal collection.  (TLC Plumbing scopes and inspects the sewer lines and the video is recorded and saved for documentation for offending properties.)  In the meantime, VEHA is responsible to pay for these expensive repairs that would not happen if everyone just follows the mandated restrictions.  These damages will easily exceed $15,000 each occurrence - and could have been avoided by simply adhering to restrictions that lasted less than 24 hours.  
  • If water is detected in a homeowner's sewer lateral before the lining process begins, this indicates the occupants are not adhering to restrictions.  The sewer lateral from the home to the main will be blocked with a drain bladder and the homeowner will be billed for that service, a minimum of $850.  A bladder block means that anything going down your sewer lateral can back up into your home if restrictions continue to be ignored.  You are being warned in advance that your home will not have any sewer drain service for up to one week.  If restrictions are followed, that time is less than 24 hours.
  • Continued interruptions or disrespectful behavior toward the TLC crew will not be tolerated.  Under no circumstances are any residents including tenants to interrupt the TLC crew.  This is causing unnecessary delays - you are interrupting what at times can be a very serious and time-critical procedures and work. Please direct all questions through the VEHA office - DO NOT APPROACH THE TLC PLUMBING WORK CREW.  You may think you have a simple, quick question, but multiply that by dozens of residents and it is eating into their time working on the project.  The crew has been instructed to refer residents to the office.  The behavior going on the last few weeks by residents is disgraceful and embarrassing.  If we could wave a magic wand and make everything completed, we would.  But we cannot.  
  • An enormous amount of time is being spent contacting every home and providing printed materials to ensure 100% understanding and compliance going into the RED ZONE.  Please take a few moments and read and reread everything that is being provided to you so that you understand what to do, why, and when.  As many of the problems seem to be with tenants and other residents, it highlights that homeowners/landlords are not conveying the information property and are not physically inspecting to make sure that the restrictions are being followed.
  • The Board is looking at fines, in addition to hard costs, incurred by residents who cannot follow the restrictions. 
  • The restrictions if followed are minimal.  Not following them is what results in restrictions that should last 24 hours into restrictions for everyone lasting days.  All because one home was unable to follow instructions.  

How to Comply / Help

  • Confirm receipt of restriction notices (reply to emails/texts when requested).
  • Follow notices (advance Blue Zone prep, then Red Zone restrictions)
  • Shut off ALL your water main valve inside your home as well as water supply lines to your toilets and sinks as described in the printed materials you receive. FOLLOW ALL PRINTED AND VERBAL INSTRUCTIONS.
  • If you are a homeowner and not living on site, ensure your property manager, tenants, or guests are fully informed and compliant or you will be assessed for all damages incurred by non-compliance.
  • Need help locating or shutting off your main water valve? Contact the office—we will coordinate assistance from TLC Plumbing before work begins in your area.
  • VEHA is looking at a scenario where TLC Plumbing will go into homes in the Red Zone before work begins to verify all water supply valves are shut off.  A member of the VEHA Board or Property Manager will again verbally go over the restrictions with occupants.

Why This Matters

  • Non-compliance isn't just inconvenient — it's costing the entire community (your HOA dues fund repairs/delays), risking further damage, and potentially leading to harsher measures. The $1.5 million project benefits everyone long-term with improved infrastructure, but it relies on 100% cooperation during active sections.
  • This critical project was expected to take 90 days.  Non-compliance has already caused extreme and avoidable delays and increased costs to the entire community.  Excess costs above the $1.5 million budget will have to be taken out of Reserves which is something VEHA cannot afford – it puts us further behind financially.
  • If you are a VEHA homeowner, the strongest action is immediate and full compliance: double-check notices, shut off water to the house if in Red Zone (or coordinate help), and ensure any occupants understand. Do not assume your tenants or guests understand the restrictions and are complying.  That is your responsibility as a homeowner.  
  • Contact the VEHA office (manager@veha.us or 505-823-9190) for specifics on your property's status, valve help, or questions.
  • This phase of the project is only the first in other phases to come - every resident in VEHA has to be informed and responsible that they are following all directives.  
  • All damages to any portion of the infrastructure project caused by the neglect of any resident will result in legal action to recover expenses for VEHA members.

TLC is working on Plaza San Blas this week.  Thank you to everyone who is complying and making this work a success.    TLC came up against a crack in the old pipe that caused the lining to buckle.  They will need to spot repair this section tomorrow.  One home was on restriction over night in order to prevent damage to the pipe near their home.  Work is expected to continue on this street through Wednesday or Thursday.  We will know more tomorrow.  It is important that all homes on Calle De La Noche and Plaza De La Noche begin the Blue Zone process. This is a long of stretch of homes on Calle De La Noche.  We will know more later in the week about how they will work those sections, so let’s all be prepared.

WATER SHUT OFF TO THE COMMUNITY


We expect water to be ON for the entire community.  It is important that residents in the Red Zone comply with Red Zone instructions so that everyone else may have water.  If you are in the Red Zone, please make sure water is turned OFF from 8 AM until 11 PM to prevent water or waste water from entering the new sewer pipes from your home. 


IMPORTANT!

TLC is continuing work on Plaza San Blas.  Please stay out of areas that are barricaded or marked.  TLC has dug a 20 ft hole on Plaza San Blas.  This hole is set up with  equipment and work cages that allow them to access and work on the sewer lines.  It is important everyone stay out of that area for their own safety and the safety of the workers.    Please make sure vehicles are not parked on Plaza San Blas for the duration of work on this street.  


No one is to be moving cars in and out of that street.  Cars should be parked in the overflow parking by the community center or Calle San Blas.  If the work continues through next week, vehicles are not allowed on that street over the weekend.  Driving in this area presents risks to vehicles and drivers. It may also damage the access set up that TLC has put in place with the 20 ft hole that they have dug. If residents do not comply with parking rules, they may have their vehicles towed.  Damages to vehicles or TLC equipment or injury to TLC employees will be assessed to the responsible residents.  For everyone’s safety please keep vehicles out of this area!


TLC is offering a discount on repairing Interior Shut Off valves.  Please let Roberta know if you would like your Shut Off valves to your home, toilets or sinks replaced.  Please look into this before you are in the Blue Zone so it can be repaired ahead of time.  Many Interior Shut off valves are old and need replacing.  If you have leaking toilets, sinks, tubs, showers or water heaters in need of repair, now is the time to do it.  We plan to schedule particular days for these types of repairs as it requires water to be turned OFF to the community in many cases.

Please move trash cans to Calle San Blas or Calle Playa.  Please do not block neighbors garages or parking spaces.

TLC will begin working on Calle De La Noche and Plaza De La Noche.   We have a notification and orientation process for residents moving into the Blue Zone.  Each resident will receive a packet with Red Zone and Blue Zone materials and a commode (if needed).  It is important to read daily emails to be informed ahead of time.   Please provide Roberta with current contact information.  Please arrange pick up of materials and  a commode at the community center.  Please respond to texts when you are notified.  Blue Flags are placed in yards to also notify residents that they will be next for work done on their streets.

1. Turn Interior Water Valve to your home OFF.

Blue Zone Task List:

1. Meet with Blue Zone Orientation leader to go over the process.  

2. Review and understand Red Zone task list and make sure all your shut OFF valves are in good working condition.  

3. Make sure we have your current phone number and email address on file.  Give this to Roberta.  

4. If you are a landlord, please contact your tenants and inform them that they will be contacted by the property manager or board member.  Please give their contact information to the Property Manager.

5. Pick up a commode and materials from the office.

6. Pick up Red Zone Signs to place in  NO FLUSH NO DRAIN areas.

7. Follow the Green Zone rules for water and sewer usage.


GREEN ZONE – Homes that are able to use water and sewer drain facilities in your home.  You may flush toilets, use sinks, dishwashers, washers, tubs, showers, and exterior faucets.  (provided water is ON)


INDIVIDUAL SEWER WASTE:  If residents in the Red Zone do not comply, they may be forced to comply by having the Sewer capped to their homes.  Sewage may back into their homes if they continue to run water or toilet waste into their sewer pipe.  Last week TLC had to Cap off the Sewer to homes to prevent damage to the lining.  Homes that are capped may remain without sewer services until their section is complete.  


The quicker we get everyone on board with this process, the quicker we can get this done.   The majority of residents are complying and it’s now beginning to happen more rhythmically.


WHY CAN’T WE USE OUR SEWER FROM 8 AM – 11 PM?

The process being used to replace our existing sewer pipes in this phase is called trenchless lining. (CIPP) This allows pipes to be essentially manufactured in place. 


This involves coating the interior of the existing pipes with an epoxy liner that then becomes cured or hardened into a new pipe.  

This curing or hardening requires 3 hours to cure 70% and 24 hours to cure 100%.  The epoxy liner cannot properly cure if water and toilet waste are drained into it before a certain level of curing has happened.  This is why residents are restricted from putting any water or waste material into their sewer pipe between 8 AM and 11 PM. This allows enough time for the new pipe to cure. 


COMPLIANCE:

If everyone follows the simple rules during this project, we will get through this as quickly and smoothly as possible.


HOW CAN RESIDENTS HELP MAKE THIS A SMOOTH AND SUCCESSFUL PROJECT?

1. Follow the step-by-step instructions when your home is in the Red Zone.

2. Prepare your home and yourself to be in the Red Zone.

3. Stay informed.

4. Stay out of work areas.

5. Help your neighbors that need support.

6. Communicate with Respect.

7. Volunteer

8. Keep a good attitude.

9. Be Flexible


WHAT ARE THE CONSEQUENCES OF NOT COMPLYING?

1. Water is shut OFF to everyone in the community.

2. If residents do not comply with the Red Zone Rules their Sewer line may be capped either for the day or the entire time they are in the Red Zone.  If they continue to flush or send water into their sewer pipe, it may back up into their home.  Unfortunately, we have had to do this to several homes in the past weeks in order that work may progress and the sewer liner may cure.  The community cannot risk water or waste entering into the pipe before it is cured.  This is a community asset and enforcing these rules and processes helps to protect this very important and expensive community asset.   Damaged pipes caused by residents’ noncompliance will not be warrantied by TLC

3. Any damage to the pipes caused by negligent residents or homeowners will be dealt with legally and financially.

4. Entering TLC Work Areas can cause injury to residents and TLC employees.   Disrupting their process, may also cause damage to the pipes.  Threating or screaming at employees will not be tolerated. If you have questions and concerns, please contact, Cathy, Roberta, or me.  Again any injury to employees or yourself if you are in the barricaded work areas will be dealt with legally and financially.

5. It is important for residents to comply with the simple process that is required, as taking legal or financial action is easily avoidable.

Water and sewer usage are available to everyone through Monday morning at 8 AM. 


IMPORTANT!

TLC is continuing work on Plaza San Blas.  Please stay out of areas that are barricaded or marked.  TLC dug a 20 ft hole on Plaza San Blas and it is important everyone stay out of that area for your own safety.   TLC is offering a discount on repairing Interior Shut Off valves.  Please let Roberta know if you would like your Shut Off valves to your home, toilets or sinks replaced.  Please look into this before you are in the Blue Zone so it can be repaired ahead of time.  Many Interior Shut off valves are old and need replacing.  If you have leaking toilets, sinks, or water heaters in need of repair, now is the time to do it.

TLC will begin working on Calle De La Noche and Plaza De La Noche.   We have a notification and orientation process for residents moving into the Blue Zone.  Each resident will receive a packet with Red Zone and Blue Zone materials and a commode (if needed).  It is important to read daily emails to be informed ahead of time.   Please provide Roberta with current contact information.  Please arrange pick up of materials and  a commode at the community center.  Please respond to texts when you are notified.

6. Confirm text message that you are ready.  Those who don’t text will need to partner with someone who does text.

WATER SHUT OFF TO THE COMMUNITY


TLC reported that almost everyone complied with Red Zone restrictions on Thursday!  Water was shut OFF to the community for a Valve replacement but remained OFF to prevent damage to new piping.  The sewer was also blocked to homes to prevent damaging pipes.   Water is expected to be ON Friday 1/30/2026.  Please be prepared for it to be OFF without notification,  Some homeowners are having Interior Water Shut OFF valves replaced.  As much as possible, TLC is trying to keep water ON for the community as a whole.   

It is critical for residents in the Red Zone to follow instructions on the Red Zone checklist exactly! Otherwise, if water is in the Sewer Main in the Red Zone area, TLC will shut OFF water to the entire community without warning!  If there is still water or toilet waste coming from homes in the Red Zone, they will CAP sewer lines to homes in the Red Zone.  This means potential sewage backing up into homes where water and toilets are being used.  

IMPORTANT!


TLC is continuing work on Plaza San Blas.  This is the Red Zone. Please follow Red Zone restrictions so the project can continue smoothly, and your neighbors may have water during the day.  This also prevents water waste each day from having to open fire hydrants to release pressure.  For residents in the Red Zone, it is very important that you respond to text reminders.  This way we know you have received daily communications and are complying with restrictions and what is shared in the message.

The process being used to replace our existing sewer pipes in this phase is called trenchless lining.  This allows pipes to be essentially manufactured in place. 

This involves coating the interior of the existing pipes with an epoxy liner that then becomes cured or hardened into a new pipe. 

This curing or hardening requires 3 hours to cure 70% and 24 hours to cure 100%.  The epoxy liner cannot properly cure if water and toilet waste are drained into it before a certain level of curing has happened.  This is why residents are restricted from putting any water or waste material into their sewer pipe between 8 AM and 11 PM. This allows enough time for the new pipe to cure. 

COMPLIANCE:

If everyone follows the simple rules during this project, we will get through this as quickly and smoothly as possible.

HOW CAN RESIDENTS HELP MAKE THIS A SMOOTH AND SUCCESSFUL PROJECT?

If residents do not comply with the Red Zone Rules their Sewer line may be capped either for the day or the entire time they are in the Red Zone.  If they continue to flush or send water into their sewer pipe, it may back up into their home.  Unfortunately, we have had to do this to several homes in the past weeks in order that work may progress and the sewer liner may cure.  The community cannot risk water or waste entering into the pipe before it is cured.  This is a community asset and enforcing these rules and processes helps to protect this very important and expensive community asset.   Damaged pipes caused by residents’ noncompliance will not be warrantied by TLC

3. Any damage to the pipes caused by negligent residents or homeowners will be dealt with legally and financially.

4. Entering TLC Work Areas can cause injury to residents and TLC employees.   Disrupting their process, may also cause damage to the pipes.  Threating or screaming at employees will not be tolerated. GOOD NEWS!

Congratulations Red Zone residents, TLC reported that everyone complied with Red Zone restrictions yesterday!  There was just one leaking toilet in a vacant home that they were able to isolate and shut OFF.  This is why we ask that everyone turn OFF water supplies to toilets, sinks and to their homes when they are in the Red Zone

NEW STRATEGY REGARDING WATER SHUT OFF TO THE COMMUNITY

TLC will begin leaving water ON for the entire community.  They will begin this approach on Tuesday 1/27/2026.  This means it is critical for residents in the Red Zone to follow instructions on the Red Zone checklist exactly!  If water is in the Sewer Main they will shut OFF water to the entire community without warning!  If there is still water or toilet waste coming from homes in the Red Zone, they will CAP sewer lines to homes in the Red Zone.  This means potential sewage backing up into homes where water and toilets are being used. 

IMPORTANT!

TLC is continuing work on Calle San Blas and the NE corner of Calle De La Noche.   This is the Red Zone. They hope to be finished by Wednesday or Thursday provided everything goes smoothly.  Please follow Red Zone restrictions so that your neighbors may have water for the day.  This prevents water waste each day from having to open fire hydrants to release pressure.  

NEXT IN LINE

We are preparing 2 new sections of residents in the community.  These people are in the Blue Zone.  They are next in line to have work done.   We are contacting you.  Please respond to texts and contact the office for materials and commodes.  We expect you will be in the Red Zone Wednesday or Thursday.    

NEW STRATEGY AND CRITICAL INFORMATION

TLC would like to start leaving water ON to all residents beginning Tuesday 1/27/2026.  All other residents are in in the Green Zone.  

Water may be turned OFF without notice if people in the Red Zone do not turn OFF water to their homes or there is a critical need to turn OFF water to the community.  Be prepared for water to be turned OFF without notice.

  2. Read emails and text messages and review the VEHA.us website for updates and respond when requested.

I am changing the format of the evening messages.  I will have definitions at the bottom for those who are just starting to read these messages, that way everyone who has been following doesn’t have to read through information they already know.

I know it was a welcome break to have water and sewer facilities this weekend for most everyone.  This week TLC will continue working on Calle San Blas and the NE corner of Calle De La Noche.   This is the Red Zone. 

We will begin preparing 2 new sections of residents in the community.  These people are in the Blue Zone.  They are next in line to have work done.   We will be contacting you.

All other residents are in in the Green Zone.

Last week TLC was able with difficulty to line parts of the Red Zone.  We understand it is challenging to be without sewer use from 8 to 11 PM, but it is essential that residents follow the instructions given when they are in Red Zone in order to allow the appropriate time for the sewer lining to cure or harden.  (Please see information below describing this). 

We would like to have water ON for everyone in the community other than those in the Red Zone on a regular basis.  But we need the cooperation and compliance of everyone in the Red Zone for this to happen.  Please read the guidelines for the Red Zone and the Blue Zone so you can be prepared ahead of time.

This community will not only have a better infrastructure when we are done, but we will have learned to work together as community to make our community better.  Every step of the Special Project has been challenging, but we have come through it step by step.  We are now in the final stage of the Special Project, and we are learning to work together. 

If Walt Disney could build Disney Land in Anaheim California from the ground up in less than a year, I think we can get our infrastructure done in 3 months with everyone’s patience and cooperation.

We will be using the following terms when referring to areas in the community to make it easier to know what to do.


RED ZONE – Homes that are in the NO FLUSH, NO DRAIN USE areas.  These homes have the greatest restrictions.  They are not able to flush toilets, run water in sinks, tubs, showers, dishwashers, washing machines.  No water into the sewer. Interior water supply to the home is turned off, and supply lines to toilets and sinks are turned off. 


BLUE ZONE – Homes that are next in line to enter the RED ZONE.  These homes will be prepped on what to do when they are in the 


RED ZONE   This is the time to make sure you have everything in place to be on sewer restriction from 8 AM to 11PM Monday through Friday.   


GREEN ZONE – Homes that are able to use sewer drain facilities in your home.  You may flush toilets, use sinks, dishwashers, and washing machines, tubs and showers.  (provided water is ON)

More Pipe lining was completed.

Some residents are not following instructions and continue to use water and sewer facilities in their homes.

Many may not understand that we are manufacturing pipes in place.  The old pipes are lined with an epoxy coating.

This coating cannot cure or harden properly if water and debris mix with the epoxy.

TLC had to discard one section of lining last week and they are currently trying to salvage the same section damaged this week.  It takes a minimum of 3 hours for the epoxy lining to cure or harden 70%.  It takes a full 24 hours to cure completely.

By not running water down drains or toilets until 11 PM each day, the lining can cure or harden to a degree where it can handle the sewage.  This is why people in the RED ZONE must comply with the NO FLUSH NO DRAIN USE RULE from 8 AM until 11 PM.  

Today TLC plugged homeowners’ sewer line to prevent damage.  Fortunately, they caught it early enough.  If this continues residents may have sewage backing up into their homes if they continue flushing and using drains.  They may also risk having a plug in their sewer line for multiple days to allow the pipe to cure properly.  This means NO Overnight use. 

We understand this is not easy and it is frustrating, but if we all cooperate and follow the rules we will get through this more quickly, easily and successfully.  If we don’t, it will cost more in time, money, and inconvenience.

If we work together, we would like to be able to leave water ON for everyone not in the RED ZONE, but we cannot do this unless people in the RED ZONE cooperate.  Turning the water ON and OFF each day Is inconvenient and has its own risks.  Each day we run water out fire hydrants to reduce the pressure from turning water OFF to everyone.  We are doing our best to have systems in place for when you are in the RED ZONE, but ultimately, residents will either comply or not.  Please respect our community’s time, effort, and finances by complying with the rules.  Our behavior impacts everyone, so let’s behave and follow the rules.  We  are creating a

RED ZONE Checklist for people to follow to help with compliance. Please respond to reminder text messages.  This helps us to know if you are ready and set for the restrictions. 


PLEASE FOLLOW THE RED ZONE RULES  No following = Damage = More Cost = More Time = More Inconvenience = Penalties.


BLUE ZONE: PREP AREA – 93-95, 41-46, 35-40

               Residents on these streets will be next to enter the RED ZONE.  They will receive instructions and be oriented on next steps to help them comply with RED ZONE restrictions.  Make sure you have we have accurate phone and email information for you. Make sure you know where your interior shut off valve is located and that it is in good working order.  Do the same for your toilet supply lines, and your sink supply lines.  You will continue to follow the GREEN ZONE schedule.   We have put together a training process for people in the BLUE ZONE; we will be contacting you in the next few days to begin the process.


GREEN ZONE:

Most everyone is in the GREEN ZONE Saturday and Sunday.   Homeowners without sewer use have been notified.  We are waiting for a section of lining to cure.

SCHEDULE CHANGE:


We expected to have Friday free from infrastructure work, but unfortunately, TLC lost several days’ work due to the lining Issues last week and on Monday.  They plan to work on Fridays for the foreseeable future until they are caught up.


That means, tomorrow TLC will continue working on these RED ZONE streets.  Residents living in the RED ZONE will follow the same instructions.  We expect work here to continue through Friday and next week due to delays in the schedule.  


Residents on these streets will be receiving a friendly reminder text message in the morning to remind you to

turn of your interior water shut off valve and all water supply line valves in your home from 8 AM until 11 PM and NO FLUSHING or NO WATER DOWN DRAINS will be allowed during these times. 


Once you turn off supply lines to your toilet, flush the toilet to empty the tank.  Turning off water in individual homes prevents accidental use of water going into drains and toilets and any from sending water into the sewer pipes.


BLUE ZONE: PREP AREA – 93-95, 41-46, 35-40

               Residents on these streets will be next to enter the RED ZONE.  They will receive instructions and be oriented on next steps to help them comply with RED ZONE restrictions.  Make sure you have we have accurate phone and email information for you. Make sure you know where your interior shut off valve is located and that it is in good working order.  Do the same for your toilet supply lines, and your sink supply lines.  You will continue to follow the 


GREEN ZONE schedule. 


GREEN ZONE:

Anyone not in the RED ZONE, will be allowed to use toilet, sinks, showers, tubs, dishwasher and washing machine facilities in their home.   If water is OFF, it will be back on at 6 PM most weekdays unless there is a problem.  Most homes should be in the GREEN ZONE on weekends unless there are complications or emergencies.

VEHA Special Project Update: 1/22/2026

Hello everyone,

Here is the summary for 1/21/2026


WORK AREA: Units 73-92, 47-52

Thank you to residents on Calle San Blas and the NE corner of Calle De La Noche for your compliance.


There were no reports of water impacting the work.  TLC did excavation and joint work in front of #88.


There is a huge hole in front of #88 and dirt piled in the parking area.

follow the same instructions.  We expect work to continue on these streets through Thursday and next weekdue to delays in the schedule from damage to lining.

We expect everyone else to have water OFF to their homes until 6 PM.   Sometimes TLC can do their work and leave water on to rest of the community.  We are aiming for this if people in the work area keep water to their homes shut off.


PLEASE! PLEASE! PLEASE!  DO NOT CROSS BARRIERS SET UP BY TLC.  THIS IS FOR YOUR PROTECTION AND THEIR’S. NO VEHICLES   NO BICYCLES    NO PEDESTRIANS   ARE ALLOWED BEHIND BARRIERS AND CAUTION AREAS

               These areas are marked off limits because it poses a danger for both TLC workers and community members, it can also cause the pipe replacement process to be interfered with.   There may be open manholes or large holes in the ground that people can either fall in or something falling into manholes that causes injury to the workers.  If workers are in the middle of lining, this can interfere with the process.  Currently there is a huge hole in front of #88.  


Water and toilet waste from homes is not the only thing that nterfere with the work process and damage to the new pipes.  This is another area where residents need to be COMPLIANT!


TOWN HALL MEETING: Thursday January 22, 2026 at 6:30 PM.

I have a short update this evening, since Roberta sent a very detailed email to everyone today.

Community Update January 20, 2026

 Dear VEHA Community,

We met with TLC this morning to discuss steps to make this project a success with as much inconvenience as possible to the entire community.

Short answer.  It is not an easy task.  TLC is wanting keep Water ON to the community as much as possible and restrict only streets where work is being done.   We asked if was possible isolate or shut off sections of the community.  This is not possible with our current water shut off capability.  We asked if this work could be completed first.  Ideally, this would be the case, but the crew to do this work is not available for at least 3 weeks.  If we wait 3 weeks, we then have two crews working in here and that is too much happening at once.

We discussed how to minimize error in the process as we move forward.  The plan is to work one section at a time.  Each section will be expected to comply with having NO FLUSH NO 

WATER DOWN DRAIN Restrictions Monday through Thursday from 8 AM to 11 PM.  This is to allow the lining to cure or harden in place.  The pipe is minimally cured after 3 hours and is fully cured in 24 hours.  Any fluid or debris disturbs the curing process, which is why we have asked homeowners to keep their sewer lines dry from 8 AM to 11 PM.  When homeowners flush water into the sewer, it ruins the process and damages the new pipe.  This will invalidate the warranty of the pipe in that section, the lining may need to be redone with PVC.  This will be an added cost and will delay the project.

Unfortunately, this scenario has already played out, last week and this week, although we have called,  texted, personally contacted, and emailed residents to inform them of the process,

while work is being done on their street.   Today for the second time on Calle San Blas, a resident violated the no flush and no water in drains restrictions which resulted in the sewer lining be damaged.   This is the second time in 3 days.  

We want to emphasize that 90 percent of residents are complying with restrictions.  Unfortunately, because of the  Non Compliance by a few, the restrictions on streets will be

longer to ensure that the pipe lining has time to cure and process successfully.  Damages caused to the project by the actions of individual homeowners will be pursued legally to protect the property rights of other VEHA homeowners.  We have asked TLC to document which homes are violating the No Flush and NO water in drains restrictions when work is being done on particular sections of the community.  This will help to determine who is causing harm to the process.  An enormous amount of time, effort and money has gone into this project, and the success of the project  will only be possible if we continue to work together to make this happen!  Please follow instructions when work is be completed on your street!  This effort requires everyone’s cooperation

CURRENT STEPS

This section relates to residents (homeowners and tenants) on Calle San Blas and the Ne corner of Calle De La Noche.

TLC began work on these two streets last Wednesday.

NO FLUSH NO WATER IN DRAINS ZONE  FOR 1/19/2026 – 1/22/2026  NO WATER USAGE IN TOILETS, SHOWERS, BATHS, SINKS, DISHWASHERS, WASHING MACHINES!!!!

For residents on Calle San Blas,  and the NE corner of Calle del la Noche, there will be no sewer usage for any home Monday through Thursday from 8 AM to 11 PM 1/19 -1//22 2026.

We have asked these homeowners to turn off their inside water shut off at 8 AM and on at 11 PM.  This will help prevent accidental water usage once water is turned on for the rest of the

community at 6 PM.  If we can community members to do this section by section, then water for the rest of the community can stay on.  Until we have compliance, expect water to the entire

community to be OFF.  

Process for No Flush – No Drain Water Restrictions

  1. 8 AM Turn of interior water shut valve.
  2. Place No Flush, No drain signs in appropriate water locations.
  3. Turn OFF water lines to sinks, toilets, washer
  4. Use commode, and other containers for water and toilet needs.
  5. Do not flush or drain water into the sewer system.
  6. 11 PM Turn water to your home back on.
  7. Water usage is allowed until 8 AM the following day.
  8. Repeat this each day you are in the “No Flush, No drain water,

For all other residents, water should be OFF until 6 PM.  You may Flush and use household drains.

The project has been set back at least a week or two, by non-compliance.   Barricades must be respected.   Today a homeowner drove through the barricade blocking off traffic from the work area. 

This is very dangerous.  The workers are down in the manhole working and their safety is compromised when this happens.

Community Update January 19, 2026

Dear VEHA Homeowners,


First, we want to thank you for the support you have given the Infrastructure Special Project to this point.  We have nearly completed the beginning phases of the project.The Funding phase- is nearly complete.  We have 14 homeowners out 136 that have not paid in full.  We are working with them to complete payment.  Many are waiting for loans to process. 


We are moving into the final phase of the project: the Work Phase.   To make this project go smoothly, it will take coordination, communication, and cooperation from everyone. Roberta, Cathy, and I will be meeting with the TLC leadership team to discuss plans, strategies, schedules, water shutdowns, etc. tomorrow Monday, 1/19/2026 at 8:00 AM. We will communicate next steps after we have met with them. 


We are establishing different methods to communicate with the community.  We will be utilizing our webpage for updates.  We will be communicating via email, text, and some by phone for those community members that are not online.  One of our community members is willing to set up a Facebook page. We would like 7 or 8 community volunteers to help with making urgent notifications and serving as a point of contact for sections of the community.   Please contact us to help in this way.


We know that the next 3 months are going to be a journey.  How we operate will determine how smoothly it goes.  We greatly appreciate your efforts last week in doing your best to comply

with what was necessary to make the preliminary sewer lining work a success.  Most of the community came through with flying colors.  But we have some community members who are not getting the message and did not follow instructions.  


As we move forward, it is imperative that everyone follows instructions.  Not following instructions may jeopardize the work being done, cause injury to the workers, delay the project, cause increases to the cost of the project, or invalidate our warranty. 


As you can see, everyone in the community has a huge role to play in the success of this project. Once we speak with the TLC leadership, we will know what other types of volunteers we m

need to help with this effort.


Please expect that water may be shut off tomorrow, January 20th. We will inform you otherwise.
